How does it do things in the world?
Functions the harness offers the model: searching the web, reading a file, running code, querying a system, sending an email. The model asks to use them; the harness runs them and hands back the result.

The misunderstanding
The model browses the internet. The model only produces text. The one that runs the search is the harness.

Tools define what it can do, and also what it can break. Check what permissions you give it.
